The ceremony and reception will be outside. The cocktail hour will be inside.

Yes - the closest parking lot (Franciscan Plaza Parking Structure: 26732 Verdugo St.) charges $2 per hour. If you're there from 4-11pm, it will be about $14 total. It's on the same lot as the venue.
